Bardwell Parish Council 'banks' with Barclays Bank.
Prior authorisation is required for all payments, generally at a meeting of the full Parish Council. However, if payments are required between meetings, authorisation is sought from all councillors via email with full details of the invoices requiring action.
Since May 2017, Bardwell Parish Council is using online banking for the majority of its payments. This requires the Clerk to 'set the payment up' and then for the Chairman or other signatory to authorise it online before the payment can be released.
2 signatories continue to be required for all cheque and online payments (Clerk sets up online payments, then one cllr signatory authorises/releases the payment online).
The signatories are:
Cllrs Babraff, Ruffles, Sanderson, and Stokes.
Since the Election May 2023 election mandate changes have been submitted to Barclays bank to remove Cllrs Babraff, Sanderson and Stokes from the bank mandate and to add Cllrs Ives and Berrill.
To meet the requirements of the Transparency code, details of all items of expenditure over £100 are required to be published on the website.
